Inaugurado a 4 de dezembro de 2012, em Gondomar, o Hospital-Escola da Universidade Fernando Pessoa (HE-UFP) tem hoje, segundo Salvato Trigo, responsável máximo e reitor da Universidade, “três ou quatro vezes mais procura do que tinha há um ano atrás”. Ainda assim, o balanço “podia ser mais positivo” e o reitor não esconde algumas dificuldades que encontrou pelo caminho, como a saída de alguns médicos do hospital, a ausência de desenvolvimentos na criação de um curso de medicina para o equipamento e a inserção da unidade hospitalar no Serviço Nacional de Saúde (SNS).
“Estamos sempre à espera de mais mas o balanço não é negativo. Podia ser mais positivo se de facto não estivéssemos sempre condicionados pelas burocracias que têm a ver com projetos de decisão dos quais estamos à espera de há muito a esta parte”, começa por explicar ao Vivacidade, Salvato Trigo. O reitor refere-se à Unidade de Cuidados Continuados (UCC), existente no terceiro piso do edifício, que está pronta desde janeiro de 2013 mas que permanece fechada “à espera que a Rede Nacional dos Cuidados Continuados possa enviar os pacientes”. Salvato Trigo garante que o acordo com a Administração Regional de Saúde do Norte (ARS-N), necessário para a entrada de funcionamento da UCC, “irá agora ser assinado” e lamenta pela burocracia do processo até porque “não existe nenhuma UCC em Gondomar.” “São aspetos que tem diretamente a ver com circuitos decisórios que obviamente passam sempre por Lisboa e que não podemos controlar. Tive uma reunião com o Secretário de Estado da Saúde que me disse claramente que da sua parte está tudo preparado para podermos assinar o acordo. Para haver um acordo entre o HE e a Rede tem que haver um despacho conjunto entre Secretário de Estado da Saúde, Segurança Social e Finanças. E esse procedimento não estava devidamente afinado”, refere o responsável pelo HE-UFP.
Salvato Trigo confessa ao Vivacidade que o hospital “é gerido com as dificuldades próprias de um hospital que ainda está abaixo do nível desejável para a sustentabilidade do projeto” mas que o “horizonte dessa sustentabilidade é realista.” Em média, 120 pessoas são atendidas diariamente no HE-UFP, no que respeita às consultas externas, número que “ultrapassa de longe as expectativas” do reitor. Nas cirurgias, por sua vez, o valor está “abaixo do expectável”.
