O Conselho Metropolitano do Porto (CMP) reuniu a 27 de junho, na sede da Área Metropolitana do Porto (AMP), onde analisou a carta enviada pelo Secretário de Estado dos Transportes, Sérgio Monteiro, em resposta a uma missiva da AMP com reivindicações sobre o processo que envolve a concessão do Metro do Porto e da STCP. No final da reunião, o presidente da Câmara de Gondomar, Marco Martins, explicou ao Vivacidade que a estratégia da expansão do metro em Gondomar “está a ser bem conseguida”.
“Houve um avanço muito grande nesta matéria”, começa por dizer Marco Martins. “Ao longo de vários meses trouxemos a debate essa questão e procuramos fazer com que a área metropolitana incluísse nos seus planos estratégicos para 2020 a expansão da rede do metro, financiada através do programa de sustentabilidade ambiental e de eficiência energética, ou seja, onde há redução de problemas que contribuem para a poluição. Neste caso queríamos um prolongamento das linhas de Gondomar até Valbom, e de Gaia até Vila D’Este”, esclarece ao Vivacidade o autarca.
Quanto à proposta feita pelo Secretário de Estado do financiamento pelas autarquias de parte da expansão do metro, o edil de Gondomar afirma: “O Secretário de Estado disse-nos que não sabia se haveriam fundos comunitários para esse fim e o que dissemos foi que os fundos comunitários não poderiam ser só destinados a projetos de Lisboa. O que não aceitamos é que o Governo não assuma esta responsabilidade. Por isso o Governo terá que assumir a sua responsabilidade, que neste momento são 15% do investimento total.” O presidente gondomarense acredita que “a estratégia da Câmara de Gondomar de colocar a expansão da rede do metro na autarquia está a ser bem conseguida, apesar de não estar nada garantido.” “Lembro que a ampliação da rede em Gondomar é sustentável, como comprovam vários estudos. Caso contrário não o exigíamos”, finaliza.
Na primeira carta enviada ao Governo, para além da expansão do Metro do Porto e da separação dos processos de concessão, a AMP defendeu também os seguintes pontos: deve ser implementado um sistema de planeamento, gestão, regulação e controlo da mobilidade e dos sistemas de transportes da AMP através da Autoridade Metropolitana de Transportes do Porto; o Governo deve suportar as despesas de funcionamento deste órgão, pelo menos numa fase inicial e é imprescindível realizar um conjunto de estudos sobre a mobilidade na AMP; o contrato de concessão da STCP deve assegurar a manutenção dos serviços nos municípios onde atualmente a STCP opera, podendo ainda vir a ser alargado a outros concelhos; é fundamental o alargamento do “Andante” a toda a AMP e o cumprimento das diretivas comunitárias para as concessões, nas quais os municípios assumem um papel central no que respeita à definição da rede interna e às concessões.
