A Assembleia Parlamentar da OSCE (Organização para a Segurança e Cooperação na Europa) tem, desde 2013, uma portuguesa a liderar a Comissão da Democracia, Direitos Humanos e Assuntos Humanitários. A gondomarense Isabel Santos, deputada na Assembleia da República e vice-presidente da bancada parlamentar do Partido Socialista é também ex-vereadora da Câmara Municipal de Gondomar.
Em defesa dos direitos humanos, Isabel Santos esteve recentemente de visita ao Campo de Detenção de Guantánamo, nos Estados Unidos, e conta agora, ao Vivacidade, o que encontrou numa das prisões mais famosas do mundo. Paralelamente, fala-nos do seu percurso nesta organização que agora “de olhos postos” no conflito da Ucrânia.
Foi recentemente reeleita como presidente da Comissão de Democracia, Direitos Humanos e Assuntos Humanitários da AP-OSCE. Qual é a principal função da organização?
A organização surgiu no período pós-Guerra Fria como forma de alertar a União Soviética para as questões dos direitos humanos através de um clima de cooperação com os Estados Unidos da América e a Europa, criando um espaço de segurança, paz, democratização e defesa e promoção dos direitos humanos. Hoje, esta organização contínua a fazer sentido e a situação da Ucrânia mostra-nos isso. Somos uma organização com 40 anos que necessita de uma profunda reforma no seu modo de funcionamento, no sentido de obter maior eficácia, eficiência e efetividade na sua ação. O conflito ucraniano tem sido o nosso foco. Este aniversário da organização fica marcado pela tentativa de mediação deste conflito.

Sim, mas não só. Ontem [9 de fevereiro], o presidente da OSCE esteve reunido com as partes em conflito. A Assembleia Parlamentar da OSCE também tem estado no terreno.
Nesse contexto, qual é a função da Comissão que preside?
A Comissão de Direitos Humanos tem uma função marcante. Acompanha os processos de democratização, nomeadamente processos eleitorais em diversos países. Trata também de fiscalizar o respeito dos Estados pelos direitos humanos. Estabeleci duas prioridades para o meu mandato: as prisões politicamente motivadas e os refugiados e vítimas de perseguições étnicas. Em 2013, atravessamos a fronteira dos 50 mil refugiados em todo o mundo. Essa fronteira só tinha sido atingida depois da II Guerra Mundial.
O que motiva esse aumento do número de refugiados?
A par das dificuldades económicas registamos também o agudizar de alguns conflitos e perseguições étnicas e políticas. O conflito sírio teve esse efeito. Estima-se que, neste momento, existam cerca de 10 milhões de refugiados sírios.
