António Costa é o candidato do Partido Socialista às eleições Legislativas 2015. Ex-presidente da Câmara Municipal de Lisboa e secretário-geral do PS, o jurista de 54 anos, assume-se preparado para liderar o país e fazer “diferente e melhor” quando questionado sobre os quatro anos de governação da coligação PàF.
Na hipótese de vencer as legislativas, quais são as principais ideias do PS para Portugal?
O PS entende que é preciso fazer diferente e fazer melhor. Em primeiro lugar é urgente virar a página da austeridade, relançar a economia e criar emprego. O PS propõe, para este efeito, um paradigma diferente em que o caminho da competitividade não é feito à custa dos baixos salários e da asfixia financeira das empresas mas pela devolução do rendimento às famílias, com prudência e rigor, estimulando a economia e restituindo confiança aos agentes económicos. Isto significa mais segurança nos rendimentos dos trabalhadores, condições de investimento para as empresas, incluindo melhor acesso a financiamento e redução de custos de contexto, e mais emprego digno e de qualidade. O PS acredita que o investimento no conhecimento e na inovação são as chaves do desenvolvimento, em alternativa ao projeto da direita de procurar a competitividade pelo empobrecimento e a precariedade do trabalho.
O caminho da redução dos rendimentos que o PSD/CDS seguiram não trouxe melhores contas públicas. A dívida pública cresceu para níveis nunca vistos. O caminho proposto pelo PS é prudente e permite que a economia cresça. Além disto, o PS defende a sustentabilidade da Segurança Social pública, o desenvolvimento do Serviço Nacional de Saúde público e o alargamento e qualificação da escola pública, em oposição ao programa da direita de privatizar a receita da segurança social, a saúde e a educação.
Por fim, preconiza um novo impulso à convergência com a economia europeia, que defenda os interesses da economia nacional contra a submissão da direita, que usou a Troika e usa a UE como alavancas do seu projeto de destruição do Estado Social.
O que podem esperar os portugueses que decidam votar no PS?
O PS no Governo vai tomar medidas para restituir os rendimentos às famílias, criar condições para que as empresas se financiem e criar emprego. O PS vai também manter e melhorar os serviços públicos: melhor Segurança Social pública, melhor SNS e melhor escola pública.
É com base neste modelo que o PS entende que o país se pode desenvolver de forma justa e com contas públicas sustentáveis. Não é com salários baixos, desemprego elevado e venda de serviços públicos, como fez o PSD/CDS.
Estas políticas são possíveis. Foram preparadas cuidadosamente e as contas estão feitas.
Qual é o balanço que faz do Governo PSD/CDS-PP?
Pedro Passos Coelho assumiu sempre a ambição de ir além da Troika e foi precisamente isso que fez o Governo PSD/CDS-PP. Aplicou aumentos de impostos que não estavam no Memorando inicial, privatizou mais do que estava previsto, cortou muito mais do que estava programado na educação, na saúde e nos rendimentos dos pensionistas. Contudo, as metas financeiras a que se propôs não foram sequer cumpridas – a dívida aumentou e não houve um ano em que o défice tenha ficado dentro da meta estimada no memorando inicial. Ao cortar salários e pensões, o Governo de Direita agravou a recessão sem resolver o problema da sustentabilidade das finanças públicas, aumentou a dívida pública para níveis históricos, contribuiu para uma forte queda do consumo, dificultando desse modo a vida às empresas, levou milhares de pessoas a emigrar, assistiu à queda da população ativa e dos níveis de emprego que comprometem o futuro da segurança social. O Governo deixou, por isso, o país pior do que o encontrou: na emigração, nos salários, nos impostos, na divida pública, na riqueza produzida, no investimento, na pobreza e nas desigualdades. É necessário inverter rapidamente este rumo e restaurar a confiança num futuro mais próspero para Portugal.
Qual o envolvimento do PS nas principais lutas de Gondomar (despoluição do rio Tinto, remoção dos resíduos perigosos de S. Pedro da Cova)?
Na sua intervenção a nível local, regional e nacional, o PS deu sempre grande relevância aos problemas de Gondomar. Na Assembleia da República deve recordar-se o papel que tiveram os deputados do Círculo Eleitoral do Porto na apresentação de soluções para problemas como o passivo de São Pedro da Cova, mas igualmente no combate à privatização da STCP e da Metro do Porto, atentos às consequências que daí advirão para a região e para os cidadãos. Com a apresentação de várias iniciativas legislativas, e pressão constante junto dos ministros sectorialmente responsáveis, os deputados do PS foram determinantes para a resolução prioritária do grave problema ambiental dos resíduos depositados nas antigas Minas de São Pedro da Cova, exigindo uma solução definitiva e duradoura e a monitorização ambiental e piezométrica das águas subterrâneas na área envolvente do depósito de resíduos pelas autoridades nacionais, regionais e locais competentes.
Relativamente à situação de despoluição do rio Tinto, que, infelizmente, se arrastou por demasiado tempo, fomos defensores de que a solução passaria por uma maior articulação intermunicipal ao nível da gestão dos sistemas de tratamento de águas residuais (visto que a ETAR do Meiral se demonstrou insuficiente para o tratamento dos efluentes que ali chegavam e continuam a chegar). Esta situação decerto melhorará substancialmente com a construção do intercetor para ali previsto, que conduzirá os efluentes poluidores, designadamente oriundos do Meiral e Freixo, até ao rio Douro, mas não será suficiente. É que o cenário a que assistimos na ribeira da Granja exige também ele uma solução urgente e definitiva, não sendo suficiente (embora desejável) uma maior fiscalização das fontes poluidoras.
Agora mais virado para o lado pessoal e o seu percurso político, o que fez despertar este gosto pela política?
O facto de ter nascido numa família muito politizada e ter acompanhado, durante a minha adolescência, as grandes transformações trazidas pelo 25 de Abril despertaram o gosto pela política e a vontade de participar nela ativamente.
