A Assembleia Municipal de Gondomar aprovou, com os votos contra de toda a oposição, as Grandes Opções do Plano e Orçamento Municipal para 2019. O documento apresenta um valor de 128 milhões de euros.
No dia 10 de dezembro, a Assembleia Municipal (AM) de Gondomar reuniu na última sessão ordinária deste ano. Objetivo? Votar as Grandes Opções do Plano e Orçamento Municipal para o próximo ano.
O ponto alto da sessão foi antecedido pelas intervenções no período antes da ordem do dia, com os deputados do Bloco de Esquerda e CDU a recuperarem a polémica do Orçamento Participativo 2017, questionando o executivo socialista liderado Marco Martins sobre a ausência da concretização do projeto vencedor, que previa a construção de um albergue para animais errantes no alto concelho.
Em resposta, o presidente da Câmara Municipal de Gondomar foi categórico e admitiu – tal como tinha feito ao nosso jornal no mês passado – que o Município “tinha errado”.
Contudo, o Orçamento Municipal foi o tema principal desta sessão. O documento, que totaliza um valor de 128 milhões de euros foi aprovado pelo grupo parlamentar do PS e por seis dos sete presidente das Juntas de Freguesia. A proposta orçamental do executivo socialista mereceu, no entanto, a reprovação do Movimento Independente – Valentim Loureiro, CDU, PSD, CDS-PP e BE. A única abstenção foi do presidente da União das Freguesias de Fânzeres e São Pedro da Cova.
Na apresentação do GOP 2019 à Assembleia Municipal, Marco Martins destacou os 28 milhões de euros cativos, referentes ao novo acordo com a EDP, a grande aposta na execução de fundos comunitários, a vontade de criar novos parques urbanos no concelho e o cumprimento da regularização extraordinária dos vínculos precários na Câmara de Gondomar.
“Este é um Orçamento rigoroso, audaz e ambicioso”, garantiu o edil gondomarense.
Entre as principais críticas da oposição, registam-se a “ausência de um modelo de desenvolvimento a seguir” [CDU], “um estado calamitoso das contas públicas” [PSD], a “inexistência de uma visão para o Município” [CDS], a “continuidade de problemas estruturais no concelho” [BE] e a persistência de “taxas e taxinhas” [Movimento Independente] em 2019.
Refira-se ainda que a última sessão anual da AM contou também com a passagem da deputada Fernanda Vieira a vereadora do executivo, em substituição do ex-vereador do Movimento Independente – Valentim Loureiro, Leonel Viana.
