Quem vive na Lomba tem mais qualidade de vida, é mais feliz

O VivaCidade acompanhou o dia do Presidente da Junta de Freguesia da Lomba, Rui Vicente, que não poupou elogios à terra que o viu crescer. Destacada pela sua beleza natural, a Lomba é uma freguesia mais rural, que se integra no Município de Gondomar. Vários temas foram abordados ao longo do dia sendo um deles a sua recandidatura nas próximas eleições.

O seu dia começa, habitualmente, entre as 8h 30 e as 9h, dependendo da sua necessidade. Todos os dias, ao final da tarde, Rui gosta de planear a sua agenda para o dia seguinte, “há planeamento todos os dias, no dia anterior planeamos o dia seguinte e esse planeamento dita a hora a que temos de dar início às funções e de que forma e em que local”. Sendo uma das freguesias mais distantes do centro, “muitas vezes o dia não inicia diretamente na Junta, mas logo na Câmara Municipal de Gondomar ou, em outra entidade que necessite da minha presença”. Como Presidente de uma Junta pequena, realizo muitas funções, “trato parte administrativa, respondo emails, trato de processos, faço de contabilista, faço muita coisa, temos de ser muito polivalentes”. Quanto ao atendimento, o mesmo revela que com o problema do COVID-19, o atendimento é limitado, “damos preferência ao atendimento telefónico ou desloco-me à casa das pessoas, toda a Freguesia tem o meu número de telefone, inclusive, está disponível na página do Facebook”.

O autarca faz questão de manter uma relação mais próxima com todos os seus cidadãos, “não me importo de perder tempo a falar com os mais idosos ou com quem precisar”, sendo Presidente de uma Freguesia mais rural, Rui Vicente reconhece que grande parte da sua população é idosa e requerem muito mais cuidado. “Muita delas estão isoladas, que não têm com quem dialogar e precisam de falar e quando apanham o presidente da Junta começam a desabafar tudo”, na perspetiva do próprio, um presidente também tem essa função, “temos a tarefa de estar junto delas de tentar perceber se existe algum problema social ou se há alguma coisa que possamos fazer que melhore a qualidade de vida destas pessoas e nisto perde-se muito tempo”.

Em tempos de pandemia, o isolamento agravou a condição destes idosos, a comunicação tinha de ser mais frequente e nisso, Rui Vicente destaca a iniciativa da Câmara Voz amiga. O trabalho foi desempenhado em parceria com a própria Junta- “A Câmara apoiou-se na Junta de Freguesia para fazermos este trabalho” – o autarca revela que “tivemos muitas situações que estão todas identificadas. Nós tínhamos uma lista fornecida pela Câmara e todos os dias entravamos em contacto”. A própria Junta teve de auxiliar os idosos “esse trabalho foi feito pelo executivo, a ‘minha pessoa’ teve esse cuidado de andar todos os dias à procura de quem precisasse de ajuda, levávamos os medicamentos, pagávamos as faturas da luz ou íamos buscar comida”, o responsável revela que a Lomba têm “muitos idosos, que descobrimos na pandemia, que vão buscar medicamentos ao Hospital da Gaia e eu lá ia todas as semanas busca-los, depois tinha o cuidado de desinfetar tudo. A Câmara não consegue dar uma resposta aqui, porque somos muito distantes, quem dá resposta aqui é a Junta, mas sempre com orientação da Câmara”. “Eu digo que quem vive na Lomba tem regalias, relativamente, aos que vivem na cidade”, para Rui Vicente, nas Freguesias mais urbanas, os cidadãos nem “conhecem o Presidente de Junta, nem sabe qual o partido do mesmo”, na Lomba a aproximação é diferente, a comunicação é muito mais fácil.

Nas palavras do próprio, a Junta da Lomba é mais prestativa, se “a pessoa precisar nós estamos sempre lá”. Mesmo com os mais novos, a preocupação do mesmo é que estes tenham contacto com o exterior, que “sejam mais felizes”. Segundo o edil, “as nossas crianças são umas privilegiadas e os pais infelizmente não conseguem ter essa noção, que por sermos uma escola pequena com 20 e poucos alunos, eles têm tudo, visitam museus e locais da redondeza, nós disponibilizamos, constantemente o autocarro, as pessoas organizam, passam a vida a conhecer, têm acesso a material escolar de graça que a Junta apoia com cerca de 25 euros por ano por criança para materiais, isto do primeiro ao quarto ano”. O autarca revela que todos os anos entrega 500 euros à professora, que corresponde aos 25 euros para cada menino, e “com isso ela faz a gestão durante todo o ano para o material escolar, a Junta suporta todos os encargos escolares dos seus alunos”, eacrescenta que “sinto que os pais não percebem a sorte que têm de terem os filhos aqui na Lomba. Eu vejo a realidade dos alunos de Rio Tinto ou de Gondomar que parecem muito mais tristes, aqui eles são muito mais felizes”.

Ainda na Junta, o autarca revela que, quanto à questão da pandemia, o executivo sempre doou e apoiou com equipamentos de proteção, “nunca entregamos dinheiro, nós comprávamos e doávamos os produtos” a quem o precisasse. Ao longo da manhã, Rui Vicente revelou que a Lomba está cada vez mais a ser procurada para a vertente do turismo rural e “para nós isso é muito importante”.

Em visita à praia Fluvial da Lomba, um dos ex-libris da Freguesia que atrai mais populares, o autarca explica que há cinco anos que a mesma é destacada com a bandeira “Qualidade de Ouro 2020”. Esta bandeira foi conquistada através “da sua qualidade da água, estacionamento e dos equipamentos existentes no local que fornecem conforto para os banhistas”, o responsável destaca que este feito foi “conquistado desde 2014 e tem vindo a ser preservado e penso que vai durar muitos anos”. Rui Vicente sublinha que é importante para a Freguesia este tipo de reconhecimento “para nós é satisfatório sair em destaque na revista internacional Time Out”.

No local, enquanto o autarca contempla a praia da Lomba revela que esta “é a única do concelho de Gondomar natural, não é feita, não é pensada, é uma praia criada pela natureza. É a única praia do Município que tem condições para ser praia em Gondomar, podem andar aí a inventar, a deitar areia, mas nunca vão conseguir chegar aos calcanhares da praia da Lomba, isso é um ponto”. O autarca revela que os investimentos estão a crescer no que toca à habitação e ao turismo, “cada vez mais há pessoas a procurar a Lomba, para comprar casas” e que, agora mais do que nunca, é urgente a Câmara dar um pouco de atenção à Lomba, no sentido de que a Lomba necessita de mais investimentos, “estamos a crescer e precisamos de atrações e de proporcionar mais ofertas, a única praia que nunca teve investimentos foi a da Lomba. Se houvesse um bocado de investimento e planeamento da Câmara eu penso que poderíamos ter uma praia ainda mais fantástica. Agora não sei o que não move o presidente da Câmara a fazer investimentos na praia da Lomba”.

As Freguesias do Alto Concelho são mais “desprezadas, penso que uma Câmara tem que olhar para o seu concelho como um todo e identificar os problemas”, Rui Vicente diz que a Lomba possui muitos problemas que necessitam de ser resolvidos, um deles é a perda de habitantes, “nós precisamos de manter a nossa identidade”. “O problema é que a Lomba tem quintas, não é como uma cidade que tem terrenos de 600 m2 loteados, bonitos, para um jovem chegar ali meter a sua casa e fazer o quintal, a Lomba não tem isso. Se um jovem quer morar aqui na Lomba tem de comprar um terreno de 5 mil metros ou de 10 mil metros. Depois temos a questão do PDM que inviabiliza metade da construção no território, ou seja, entramos aqui em vários fatores que desmotivam os jovens de fazerem casa na Lomba”.

Na sua opinião, a Câmara necessita de comprar terrenos e loteá-los, “colocá-los todos direitinhos” para a venda dos mesmos, dado que não há investidores privados que queiram investir no território “um terreno aqui na Lomba vale muito menos do que em Rio Tinto. Um investidor tem muito mais rentabilidade em comprar um terreno em Rio Tinto e vendê-lo muito mais caro, do que comprar na Lomba que não consegue ter tanta rentabilidade, até porque a procura na Lomba é muito menor, então não interessa ao investidor, mas o jovem se calhar se tivesse oportunidade até ia viver para a Lomba. Já há jovens a procurar e a perguntar se há alguma casa, se há terrenos, eu digo sempre que não há nada porque não há mesmo, mas o Presidente da Câmara se calhar está a preparar muito bem as estratégias no centro do concelho onde estão os votos e, provavelmente até muito bem, está a melhorar a qualidade de vida dos cidadãos daquela zona, nada contra, mas tem de olhar também para o resto, não pode olhar para meio concelho e, infelizmente é o que eu acho que a Câmara está a fazer, a olhar só para meio concelho”, Rui Vicente sublinha que é urgente criar soluções para motivar a vinda da população para as freguesias do Alto Concelho.

O presidente explica que não acredita que, o amigo Marco Martins o faça de propósito, “não acho que o Marco seja contra a Lomba nem contra mim, acho que o Marco e os vereadores não têm a capacidade e a sensibilidade de sentir estes problemas porque nunca os passaram e penso que a Câmara tem um problema muito grave estrutural no seu executivo, e esse sim é um problema muito grande que deveria ser corrigido nas próximas eleições, que é o presidente da Câmara necessita de colocar no seu executivo pessoas de todo o concelho. Nós temos um executivo de Câmara que não tem ninguém do alto concelho”. O mesmo sugere que um potencial candidato para esse posto seria o José Andrade, antigo Presidente de Melres, “ele é a pessoa indicada para estar lá a representar o alto concelho. Tive o prazer de trabalhar com ele, penso que é a pessoa indicada para dar um empurrão às Freguesias mais rurais”.

Quanto a projetos futuros, o autarca revela que de momento a Junta da Lomba está a sofrer remodelações e que ainda há muita coisa que gostaria de realizar. Ainda na vertente do turismo e no conceito de atrair visitantes, o responsável refere que gostaria de fazer um parque de campismo perto da praia “e assim resolveria os problemas quanto ao campismo ilegal”. Rui Vicente expõe a ideia de que gostava de criar um slide, “acho que seria uma coisa fantástica aqui para Gondomar, se calhar para o Porto, seria o segundo maior slide do país e sobre o rio Douro”, a Junta gostaria de aproveitar a beleza do Rio Douro e colocar um slide para que os visitantes pudessem usufruir da vista sobre o Rio, que partiria do miradouro dos Labercos e terminava perto do cais do Pé de Moura. Para além do slide e do Parque de Campismo, gostaria de fazer um Passadiço pequeno de 600 m, que acompanharia a margem do Rio. Para o autarca estes investimentos não necessitavam de uma “grande quantidade de dinheiro” seria “um projeto de um milhão de euros (campismo, slide, passadiço). De 2014 a 2020, um milhão de euros em 7 anos são 120/150 mil euros que para a Câmara não é nada comparado a outros investimentos”. No final do dia, visitamos o novo posto avançado para os bombeiros que está a ser construído numa antiga escola da Lomba, e desvendou que pretende criar um Complexo Industrial para impulsionar a economia da Freguesia, “o terreno já está comprado e situa-se na Rua Complexo Desportivo”.

Rui Vicente terminou o dia com o VivaCidade revelando que é sua intenção voltar a candidatar-se para as eleições de 2021. ▪
